Over the past 125 years, the peer-review professions in the United States have gradually negotiated stable social contracts with the public in both custom and the law. These social contracts are tacit agreements among society and members of each peer-review profession that regulate their relationship with each other—in particular, agreements regarding the profession’s control over professional work.
